Nintendo eShop cards are region-locked. A US (USD) eShop card only redeems on a Nintendo Account whose country is set to the United States — it won't work on a European, UK, Japanese, or other regional account. Here's why, and how to use a US card no matter where you live.
Each region's eShop has its own currency, pricing, and catalog, so funds are tied to the region they were issued for. A US eShop card adds US dollars to a US account and buys from the US eShop. The currency on the card has to match the currency of the account redeeming it.

A Nintendo Account's country is chosen when it's created, and changing it later can be restricted — for example, an existing eShop balance generally can't carry across regions.
